In Virginia the Virginia Department of Health (VDH) permits you, and the permit arrives in a format worth knowing about in advance: it is a sticker that has to be prominently displayed on the unit.
Virginia does not require one across the board. It is required when you cannot demonstrate that your unit operates as fully self-contained — that is, if you need food preparation beyond the space on board, storage, equipment cleaning, or tank servicing elsewhere.
Worth knowing: some localities mandate a commissary regardless, no matter how well equipped your trailer is. Ask in your locality before you settle on a unit size.
Since 2018, mobile food establishments in Virginia also have to comply with fire safety requirements from the Virginia Department of Fire Programs, including submitting their Mobile Food Preparation Vehicle checklist. It is a separate process from the health permit, with a different authority, and it gets overlooked routinely.
Your unit has to satisfy two different reviewers. We build with that double requirement in mind: hood and suppression sized correctly, gas installation documented, and tanks accessible for inspection.
